GUINEA: Diallo refuses the result proclaimed by electoral commission There were incidents on Tuesday morning but in the afternoon the streets of Cellou Dalein Diallo's strongholds were deserted, due to a heavy military presence. Diallo still refuses the result proclaimed by the electoral commission which said his rival Alpha Conde is Guinea's new president.

Observers have feared violence, now it really has begun.
